Well probably not every game have it.But if you change min,max to certain numbers usually 31(59)/61(62) you can fix slu_ttering.Or turning off bUseTextureLevelStreaming.Also changing PoolSize to your VRAM memory or VRAM-400 can help,but i think you need to add: -readtexturepoolfromini to Launch options.Those are all harmless things so you can try it.That's actually fix for only few games(Bioshock Infinite,Alice:Madness Returns) but i guess it can works for others.Also like i said if you have Nvidia try enabling Adaptive Vsync in game. There's nothing about Min/MaxSmoothedFrameRate in it, though, so Kratos probably had something else in mind. It may be useful, as you can turn off some video effects that aren't toggled in the in game video options.
